برنامه‌ریزی راهبردی توسعه حفاظت محیط‌زیست در اکوسیستم های تالابی (مطالعه موردی حوضه آبخیز تالاب قره قشلاق)

چکیده

تالاب­ها یکی از با اهمیت­ترین اکوسیستم­های طبیعی کره زمین هستند. منطقه شکار ممنوع و تالاب قره­قشلاق از مهم­ترین و بزرگ­ترین تالاب­های اقماری دریاچه ارومیه و یکی از مناطق مهم پرندگان IBA در دنیا می­باشد. اما متأسفانه در سال­های اخیر با توجه به فعالیت­های مخرب انسانی با مخاطرات فراوانی مواجه شده­ است. این پژوهش علمی- کاربردی با هدف ارائه برنامه راهبردی توسعه حفاظت محیط‌زیست تالاب قره­قشلاق با درنظر گرفتن شرایط و عوامل داخلی و خارجی حاکم بر منطقه و با استفاده از مدل تحلیلی SWOT به انجام رسید. بدین‌منظور ابتدا عوامل داخلی (نقاط ضعف و قوت) و عوامل خارجی (فرصت‌ها و تهدیدات) محیط تحت بررسی، پس از بازدید میدانی و تکمیل پرسش­نامه توسط جامعه آماری و همچنین خبرگان منطقه شناسایی شدند و سپس در قالب جدول­های ارزشیابی عوامل داخلی (IFE) و ارزشیابی عوامل خارجی (EFE) نمره‌دهی و وزن‌دهی گردید. به‌منظور وزن‌دهی عوامل داخلی و خارجی از فرایند تحلیل سلسله مراتبی (AHP) و نرم‌افزار EXPERT CHOICE11 بهره‌گیری شد که ضریب ناسازگاری در تمام مراحل وزن­دهی کمتر از 1/0 می­باشد. همچنین بر اساس نتایج ماتریس ارزیابی عوامل داخلی و خارجی راهبردهای مناسب تدوین و در نهایت با استفاده از ماتریس (QSPM) راهبردها نمره­دهی و ارجحیت آن­ها تعیین گردید. طبق نتایج به­دست آمده 9 عامل قوت و 12 عامل ضعف به­عنوان عوامل داخلی و 6 عامل فرصت و 11 عامل تهدید به عنوان عوامل خارجی شناسایی شدند. بر اساس نتیجه ماتریس ارزیابی عوامل داخلی و خارجی موقعیت راهبرد تدافعی پیشنهاد شد. از بین 9 راهبرد تدافعی پیشنهادی راهبرد دوم (WT2)، یعنی «راهبرد تدوین برنامه راهبردی زیست­محیطی به­منظور  پایش کیفیت و کمیت آب تالاب و کنترل انواع آلودگی­ها و  تغییرات کاربری اراضی» با کسب بالاترین امتیاز 764/2 به‌عنوان اولین اولویت برنامه‌ریزی راهبردی مهم برای حفاظت این منطقه حاصل شد. بنابراین مدیریت منطقه پیش از هر اقدامی می‌باید نسبت به ایجاد زمینه‌های توسعه رویکرد حفاظت در منطقه بر­اساس تدوین برنامه راهبردی زیست محیطی، برنامه‌ریزی اساسی نماید.

چکیده [English]

     The Wetlands are one of the most important ecosystems on Earth that human activities, including urban development and agriculture, road construction, often cause indirect damage and cause significant loss of lagoons and coastal areas. Therefore, we need a sophisticated tool and method to access and understand the conditions of the wetland. Strategic planning is a systematic approach that supports and validates the strategic management process. Strategic planning consists of four basic elements including environmental review, strategy formulation, strategy implementation, and control and evaluation. Strategic planning models are countless, but almost all of them are inspired by the SWOT analytical model. Ghareh Gheshlagh wetland the most important and largest satellite wetlands of Lake Urmia Basin and One of the important bird areas, IBA, is in the world. Unfortunately, in recent years due to destructive human activities are faced with many risks. This applied scientific research, with the aim of providing Strategic Plan for development Environmental Protection of Ghareh Gheshlagh wetland. Considering the conditions and internal and external factors prevailing in the region and using SWOT analysis was conducted.
